Failure to File Non-Profit Tax Documents?

The Historical Foundation of Hillsborough and Orange County filed an IRS Form 990 (required for 501(c)(3)s. Well, sort of. It filed its 2017 990. In February 2018. Well, sort of. The form seemed to be filed in 2018, but was not received by the IRS until May 15, 2019. Forms 990 for 2018, 2019 and 2020 do not appear to have been filed. They are not listed on the IRS website.
